What Happens Before the FOMC Decision? What Price Does, on Real Days
Dylan Forexia6 min read
What happens before the FOMC decision is usually quiet, then a burst in the last minute or two. On 16 September 2026 USD/JPY's last minute before the 14:00 statement ranged 10.7 pips, when none of the 19 minutes before it ranged more than 2.3. The next minute made the low of the day, 5 pips under London's low, and closed back over it.

All times here are New York and a candle is named by the time it opens. What the FOMC is and how it works is in what FOMC means in forex. The wider subject is in news trading.
What happens before the FOMC decision? The hour before 14:00
It waits, mostly, and then does not. On the four Fed days on our calendar from April to September 2026 (29 April, 17 June, 29 July and 16 September) we measured the range of the four 15-minute candles from 13:00 to 13:45 on each of eight markets, against the same hour on every other market-day. The hour before the decision was wider than the median of other days on 25 of 32 market-days.
So the quiet is not complete. The market is already moving into the minute. On EUR/USD all four Fed-day hours were wider than the other-day median of 8.0 pips: 9.2, 8.3, 15.3 and 8.8. That is a small difference on a small base, and four days is a small sample. The count is newsMoves.fomc1330 in scripts/seo-counts.mjs.
The hour, in pips, on four markets, for each of the four Fed days in order (29 April, 17 June, 29 July, 16 September), against the median of the same hour on every other market-day. On gold, $1 is 1 pip.
| Market | The hour before the decision, four Fed days | Same hour on other days |
|---|---|---|
| EUR/USD | 9.2, 8.3, 15.3, 8.8 | 8.0 |
| GBP/USD | 16.8, 9.4, 19.1, 10.1 | 10.8 |
| USD/JPY | 16.3, 4.5, 12.8, 17.3 | 11.7 |
| Gold | 12.8, 27.1, 23.5, 23.2 | 13.4 |
Read across, nothing here is a rule. The yen's hour was 4.5 pips on 17 June, the narrowest of the table, and gold's was 27.1 the same day, when its high came 27 minutes before the statement. A quiet hour before the decision does not mean a quiet decision: the 14:00 candle on 17 June ran 53.6 pips on EUR/USD and 102.7 on gold.
Is there a spike before the statement? USD/JPY, 16 September 2026
On this day there was, and it came a minute early. That morning the only release on our calendar before the decision was US retail sales at 08:30. The afternoon was quiet.
- 13:40 to 13:58. Nineteen minutes in a band of 155.086 to 155.154. No minute in them ranged more than 2.3 pips.
- 13:59. The first sign: a 10.7-pip minute, from 155.087 to 154.990. The 15-minute candle that held it opened at 13:45 and closed at 154.990.
- 14:00, the decision minute. A 28.3-pip minute. It opened at 154.991, fell to 154.837 and closed at 155.106. London's low that morning was 154.884, from the 03:23 minute, so the minute went 5 pips under it and closed back over it in the same minute.
- 14:01. 22.0 pips up, to 155.305.
- The rest of the day. The 14:00 candle ran 61 pips and closed at 155.436. Price rose to 156.414 at 16:15, 158 pips off the low, and the day ended at 156.243.
We read the 13:59 run and the 14:00 low as the crowd's stops under London's low firing, which is the stop hunt our way, with the Close Back inside the same minute. A spike before a Fed decision is no evidence anyone knew anything, and a chart cannot say why it printed. It can say when: one minute before the clock the whole market was waiting for.
When is the high or low of a Fed day made?
Often before the decision, and as often at or after it. We counted whether each market's day's high and low printed on a candle opening before 14:00.
| Before 14:00 | At or after 14:00 | |
|---|---|---|
| The day's high, 32 market-days | 16 | 16 |
| The day's low, 32 market-days | 13 | 19 |
Twenty-one of the 24 hours of a trading day (session break to session break) come before 14:00. By the clock alone, almost nine in ten extremes would sit before the decision. They do not. Half the highs and more than half the lows came in the last three hours of the day, and five market-days had the 14:00 candle itself holding an end. The decision sits where the day's extremes are over-represented in our small sample.
It is four Fed days, eight markets that move on one dollar, and a count of candles, not trades. It says when to look, never which way.
What did the day before the decision look like when nothing came first? EUR/USD, 29 July 2026
The contrast is 29 July. EUR/USD's low of the day, 1.13744, was already in at 08:15. From 13:00 the candles drifted up in a narrow band, with a 15.3-pip hour at 13:00 against an other-day median of 8.0. No spike came before the statement. The 14:00 candle ran 41 pips through Tuesday's high of 1.14052 and the day's high came at 16:45, 1.14709. What FOMC means in forex has that day candle by candle.
On gold on 17 June 2026 the day's high came 27 minutes before the decision, at 13:33, a spike with nothing on the calendar at that minute. The news trading hub has it, and FOMC news trading in forex goes through a Fed day we read wrong. Three Fed days, three different shapes, and none is a rule.
What should a reader take from the count?
Two small things, held loosely. The hour before a decision is more often wider than an ordinary hour, so the market is not asleep before the minute. And the decision is a point from which a day's high or low is often made, though not always: it was 16 of 32 for the high and 19 of 32 for the low at or after 14:00.
What the count cannot give is which side, or a reason to act. A reader who sees a spike before the statement has seen a size, and the same spike has been followed by a close back, as on 16 September, and by no hunt at all, as on 29 July.
What do the three seats see before the decision?
The Three Seats read 16 September three ways.
- Retail sees a clock. Nothing to do until 14:00, or a position held through it. The 13:59 minute is on the wrong side of the clock for either.
- The market maker, as we read it, sees London's low. The stops of anyone who sold the morning rest under it, and a known minute is the time to reach them. That is News-Induced Liquidity. Nobody outside can see those orders.
- The observer sees a minute, a level and a close back. The 13:59 run, the 14:00 low 5 pips under London's low, and the close back in the same minute. It was picked afterwards, and flatters the read.
What does this not tell you?
It does not tell you what the Fed decided or why price rose. It is four Fed days on one feed. A hunt seen afterwards is not a setup: our own fixed-rule test of fading hunts on a release lost money after costs. Why price spikes both ways on FOMC takes the candle itself, and the markups of 14 September 2026 have the rest of that Fed week.

Frequently asked questions
What does price do before the FOMC decision?
Usually little, then a burst. On the four Fed days on our calendar the hour from 13:00 to 13:45 New York was wider than the same hour on other days on 25 of 32 market-days, and on 16 September 2026 the last minute before 14:00 ranged 10.7 pips on USD/JPY, when none of the 19 minutes before it ranged more than 2.3.
Is there a spike before the FOMC statement?
Sometimes. On 16 September 2026 USD/JPY's 13:59 minute fell 10.7 pips, and on 17 June 2026 gold made the day's high 27 minutes before the decision. Neither proves anyone knew anything. A chart cannot say why a spike printed, only when.
Does the day's high or low come before the Fed decision?
About half the time. On four Fed days across eight markets the day's high came before 14:00 on 16 of 32 market-days and the low on 13 of 32, although 21 of the trading day's 24 hours come before 14:00. The rest came at or after the decision.
What time is the FOMC decision?
On the Fed days on our calendar the statement came at 14:00 New York and the press conference at 14:30. The Federal Reserve publishes the meeting dates a year ahead.
