How the ECB Rate Decision Moves Forex, on Real Days
Dylan Forexia6 min read
The ECB rate decision in forex moved EUR/USD between 14 and 23 pips in the 08:15 candle on the four decisions on our calendar from April to September 2026, against about 6 pips for an ordinary 08:15 candle. That is real and modest. On 10 September 2026 a bigger candle came 15 minutes later, from US data, and that one made the low of the day.
All times here are New York and a candle is named by the time it opens. The wider subject is in news trading, and the same read on the other central banks is in the Bank of England and Bank of Canada pages.

ECB rate decision forex: what is it, and when does it come?
The European Central Bank's Governing Council sets the euro area's interest rates, and the ECB publishes its meeting calendar in advance. A decision comes with a statement, and a press conference follows.
On our calendar the decision and statement came at 08:15 New York on all four meetings in our sample: 30 April, 11 June, 23 July and 10 September 2026. The press conference was at 08:45 on the two we checked, 23 July and 10 September. So a decision day has two known minutes, as a Fed day does, thirty minutes apart. The textbook reads the rate and the tone against expectations. Whether the decision was a surprise is not something a candle shows.
ECB rate decision forex: how far did EUR/USD move on four decisions?
We measured the 15-minute candle the decision landed on, 08:15, on EUR/USD.
| Decision | Range of the 08:15 candle (pips) | Open to furthest point | Open to close |
|---|---|---|---|
| 30 April | 15.7 | 15.2 | 4.5 down |
| 11 June | 22.7 | 17.0 | 6.8 down |
| 23 July | 14.6 | 13.4 | 9.7 down |
| 10 September | 14.4 | 9.8 | 7.1 up |
The median range is 15.1 pips. The median for the 08:15 candle on every day of our sample is 6.3, so the decision candle ran two to four times an ordinary one. The average NFP move by pair puts the jobs report at six to ten times its ordinary candle for the same market. None of the four decision candles held the day's high or low.
The count is bankDecisions.ECB in scripts/seo-counts.mjs. It is four decisions on one feed, and it says nothing of what the ECB decided or how it was expected.
Does the time of the ECB decision change?
It can, for a reason that has nothing to do with the ECB. The decision is set on European clocks, and Europe and the United States change their clocks on different dates. The next ECB decision on our calendar, 29 October 2026, shows at 09:15 New York, an hour later than the 08:15 of the four above, because Europe's clocks had gone back and America's had not yet. The jobs report and CPI stay at 08:30 New York all year, so in the weeks between the two changes the ECB's minute comes 45 minutes after them instead of 15 minutes before.
That matters for reading a morning. In the sample the ECB's minute was 15 minutes ahead of the US data on 10 September, close enough that a candle cannot say which is which. A decision at 09:15 would be a cleaner test. We have none in the sample, because our counts end on 1 October. Take the date and time from the ECB's own calendar, not from a rule.
What did one real day look like? EUR/USD, 10 September 2026
The decision was not where the morning's move came from. The Asian Box was 14 pips, 1.16273 to 1.16409. At 03:30 London reached 1.16418, a pip over the top, and price then fell through the bottom of the box: the 06:30 candle closed at 1.16238. By 08:15 it stood at 1.16149, 12 pips under the box.
- 08:15, the ECB decision. The candle opened at 1.16149, traded 10 pips up to 1.16247 and 5 pips down to 1.16103, and closed at 1.16220. Range 14.4 pips.
- 08:30, US producer prices. Our calendar has the producer price index and jobless claims at 08:30, high impact. The candle opened at 1.16221, ran 30 pips down to 1.15921, and closed at 1.16013. Range 35.3 pips, and the low of the day.
- 08:45, the ECB press conference. A 9.9-pip candle, 1.15998 to 1.16097.
- The rest of the morning. Price recovered to 1.16294 at 10:45, 37 pips off the low.
The largest candle of the ECB morning belonged to the US release 15 minutes after it. We cannot separate what the press conference did, because it started inside a market that had just moved 30 pips. That is a limit of any candle account, and it is why we do not say the ECB moved the euro that day.
We read the fall under the box as London's break, a stop hunt of the box's top then a run, and the 08:30 candle as the crowd's stops under the box going in a known minute. That is News-Induced Liquidity on the US release, not on the ECB's. A chart cannot show whose stops they were.
Does the press conference move the euro more than the decision?
The guides say it often does, and a note on a recent hold said the language moved EUR/USD more than the decision did. We can show only that the press conference candle was the smaller one on 10 September: 9.9 pips against 14.4 for the decision. On 23 July, the other day we checked, our calendar has the press conference at 08:45 and we have not read that morning candle by candle.
What is true is structural. A decision is a number and a statement, and a press conference is a person answering questions for a long time, so there is more room for a second move. Whether that second move is larger is a question for more decisions than four. For the same pair of known minutes on a Fed day, what FOMC means in forex shows EUR/USD with a 14:30 candle smaller than its 14:00 one on three of four days.
What do the three seats see on an ECB morning?
The Three Seats read 10 September three ways.
- Retail sees a rate decision at 08:15. The question is hawkish or dovish, and the candle was a 14-pip one.
- The market maker, as we read it, sees two known minutes close together. A decision at 08:15, US data at 08:30 and a press conference at 08:45, with stops resting under the box's low. Nobody outside can see those orders.
- The observer sees which candle was the big one. It was the second. Counted by the clock, the first was ordinary and the second was a release from another country.
What does this not tell you?
It does not tell you what any ECB decision was or how it was received. It is four decisions on one feed. The other three of them (30 April, 11 June, 23 July) had no such US release at 08:30 that we checked, and we have not read their mornings candle by candle. A reversal seen afterwards is not a setup, and these days were picked afterwards for study. The trap candle and why price spikes both ways on FOMC look at similar candles on other releases, and the Bank of England page does the same read on GBP/USD.

Frequently asked questions
What time is the ECB rate decision in New York?
On the four decisions on our calendar from April to September 2026 it came at 08:15 New York, with the press conference at 08:45 on the two days we checked, 23 July and 10 September. The ECB publishes its meeting dates in advance on its own calendar.
How many pips does EUR/USD move on an ECB decision?
On those four days the 08:15 candle ranged 14.4 to 22.7 pips, a median 15.1, against a median 6.3 for the same candle on ordinary days. That is two to four times an ordinary candle, well under the jobs report's six to ten. Four decisions is a small sample.
Does the ECB press conference move EUR/USD more than the decision?
We cannot say from four days. On 10 September 2026 the 08:45 press conference candle ranged 9.9 pips against 14.4 for the decision candle, and the biggest candle of that morning, 35 pips, came at 08:30 on US producer prices, between them.
Does the ECB decision make the high or low of the day?
Not on the four we counted. The decision candle held neither the day's high nor its low on any of them. The ECB's morning also often has a US release 15 minutes later, so the lows and highs can belong to that.
